What hopeful VPN services provide a static IP?

You need a stable and reliable VPN service with the ability to get a static IP (of course, paid, but for a reasonable price of $5-10 per month). At the moment I use www.earthvpn.com but it has not been stable lately :(
PS. I have already studied Recommend a reliable VPN service but there services do not give a static address

I found an inexpensive solution, there are two options:
1) vds for 150 rubles / month + work on setting up a vpn server on it, up to 4 additional addresses (for an additional fee), that is, for 4 clients
2) Just rent l2tp ipsec vpn- account with a permanent ip (only yours) - 190r / month
I can give info in a personal, so as not to advertise

Our VPN service has a lease of a personal dedicated IP address . And the cost is much lower than what you were looking for.
Can be purchased with a choice of server/country address. For example, Russian IP addresses are taken for Avito, auto.ru, watching online broadcasts, rutube, watching the Pyatnitsa TV channel. Foreign to access the BBC, order in foreign online stores.
All addresses are checked for cleanliness against blacklists before issuance. They can open any outgoing or incoming port. Register a reverse DNS record (reverse DNS), for example, to organize a mail server on your computer.
