I don't have money for photoshop, what happens if I don't pay for it on time. Will there be any penalties or sanctions?

Within 7 days, they will try to write off the required amount from you two more times, and if the write-off fails, Photoshop will ask you to buy a new subscription at startup and will not start. There are no sanctions/penalties, but if you oversubscribe, you will be undersubscribed at the current (today's) price.
