What happens if two domain controllers with the same name are combined into one network?

The situation is the following. One organization with 11 branches. Each branch has its own domain controller. BUT! Everyone has one domain name for everyone (let it be net.local). And here there is a task to unite branches through VPN. What threatens such a situation? And is it possible to get by without renaming domains?
