The JPEG header is missing, that is, garbage in its place. Even if the further contents of the file are a JPEG body (data entropy is very high (the file is practically not compressed) like a compressed JPEG body, or, for example, a random number generator), then it is impossible to recover without a header in any case. The header contains the main parameters of the image, without which the rest of the body (if this is it) does not make sense.
Look at the date the file was last modified and remember what you (or who might have had access to your machine) was doing on the system around that time.

The ransomware virus or disk began to fail and began to write garbage on top of other garbage.
Specifically for this file - there is no file header. Therefore, no viewer can understand it.
