Which of the tools to choose for checking the identity of images?

Written by a scrapper, there are duplicate photos.
Which language, library, packages, and OS is easier to check for identity?
1 - linux/windows?
2 - ffmpeg?
3 - php, python?
4 - what packages, wrappers of the same ffmep for the language to check the photo?

The script should be simple, if the similarity is above 95% then delete the photo.
It makes no sense to fence a super project, this is a mini script for checking a folder with a photo for uniqueness and cleaning up duplicates.
It is likely that there is already a ready-made solution somewhere on github.
In fact, this is a console script in one file, we run it through the console, specify the path to the folder parameter, it cleans up and gives the result.
