What guides the employer?

Good evening! Faced with one strange phenomenon. In the company where I work, for some reason, two developers were fired, but fortunately there are plenty of vacancies in our city, after a couple of days they were already dissecting interviews and here’s a paradox, there were vacancies in different companies on laravel, they smashed questions to smithereens during social security , but in the end they were taken and they sit for 1.5-2 months without tasks (fix 3-4 lines in the function once every 2 weeks, I don’t count it as a task even for a junior) And they get their legitimate salary. Who can tell me how it works? What is the profit for the company in this?

It's simple - you climb into your own business. This is not an offense or an insult, it's just that you really can not understand what exactly these people are doing. It is likely that they do a lot and very valuable, you just don't see it. Maybe they are consultants and don't code at all.
At my last job, I sat in the same department with Enikeys and 1C-nicknames (and I'm a system administrator), who ran, discussed, constantly called somewhere, made noise and moved, and everyone was terribly bombarded that I silently "sit at the computer all day and doing nothing", getting a lot more than they do.
