How to force a programmer to write code on his own?

The day is like this, a new programmer came, without work experience, has been working for almost 3 months.
It is not beginners who are engaged in solving his problems, and so constantly, i.e. a beginner is faced with a problem, asks for help to solve his problem, he is explained in detail how to do the task in order to come to a solution, he withdraws into himself for several hours, then gives birth to some wild unreadable crutches. After you tell him that your code is no good and why didn’t you use the solution offered to you by more experienced colleagues, he says that he didn’t understand anything that was offered to him and did it as he saw fit . As a result, again, more experienced colleagues sit down with him and, almost under dictation, tell him how to solve the problem.
By the way, the tasks are very simple, correct some conditions in the existing code, or write your own not very complicated condition. The WinForms project is very simple, native ADO.NET, nothing super complicated, all tasks are googled with a bang, but a person simply does not google. Please let me know how you dealt with this situation.

Strictly forbid other programmers to waste time on it. He will either quit himself, or the boss, who hired him in his naivete, will fire him.
The ability to learn independently is the key for a programmer, if he does not have it, then it is not your concern to try to develop it from an already adult person (the possibility of this is generally doubtful).

Если проц холодный - он не стартует. Значит:
а) на него не поступает питание - сдохла мать, раз замена БП ничего не дала
б) он сдох
Сделать тут ничего не делаешь. Мать хоть и не дишманская, но и не топовая, ремонт может стоить в половину стоимости новой. Менять и впредь быть осторожнее :)
