ftp is not a repository, it's a protocol.
You can rent a virtual machine with a large disk, set up an ftp server on it and get access.
You can just look for storage rentals, and see what protocols are available.

File Transfer Protocol is, as the name implies, a file transfer protocol :) It is very old and rather inconvenient, I don't think anyone keeps it "for sale" on purpose. Take a VPS, you can even under-VPS without access to a bucket, if only the disk is bigger, raise ftpd - and go.
