What free personal monitoring systems do you know?

Good afternoon.
Tell me what free (or cheap) personal monitoring systems you know.
At one time I used the GPS Trace Orange system , but recently it has become possible to connect only one car and four personal trackers there.
Interested in alternatives with a similar set of functionality. And so that the applications do not eat so much battery. Preferably free, of course. But if you suggest something that is not expensive (up to $15 per year), then I will probably switch to the planned software.

I myself am slowly developing on erlang... https://bitbucket.org/dtyuterev/receive_server/src/ , there is even a simple web client (successful testing monitoring a trip of a 5-year-old child to the library)
