What framework to use for simple sites?

Never used frameworks. I understand Frontend more, but I understand PHP, C#))
How do I know that frameworks work like console programs?
On the Internet, many advise Yii, on the other hand, they say that they can build large projects on it. Hence the conclusion that it is not so simple))
I would like more freedom in the development of the site, not limited to the functionality of the CMS.

do not understand correctly. Frameworks are ready-made tools and are usually the recommended framework for your applications. Not more.
It is possible to write large projects in YII, but it is not worth it. But these are really big projects for several years of development and all that. And small sites will do. Also look at Laravel, in terms of application architecture, it is a little more literate.

Ruby on Rails? The entry threshold is not very high, especially if you know php. I don't know if C# will help

Understand first what is Framework ( ru.wikipedia.org/wiki/%D0%A4%D1%80%D0%B5%D0%B9%D0%... and how it differs from CMS ( ru.wikipedia.org/ wiki/%D0%A1%D0%B8%D1%81%D1%82%D0%... what kind of applications they are used to develop in. And then just choose a Framework (since you studied PHP, Symphony will be closer to you) and read the documentation .
