What frame rate is perceived by a person?

Regular video broadcasts.
I spend it at a frequency of 30 frames per second, but you can set it up to 60.
Therefore, I want to know how a person perceives 24 frames, 30 and 60? What's the limit?
Viewing is carried out without glasses from a conventional monitor.
The fewer frames I have, the less noise from the equipment.

For games and for movies, the situation is radically different. Games do not have the natural motion blur that occurs naturally in video cameras. Thanks to motion blur, a person perceives a low frame rate much more comfortably. Therefore, for a movie, 24..30 frames are enough, and for games, less than 60 is already annoying. People can distinguish 120 fps as well.

24 frames per second is a frequency sufficient for a human to perceive such a sequence as continuous (video).
