What format should the video be converted to?

Quite a lot of home video has accumulated, from camera phones. The video is mainly in mp4 and mov formats, the resolution of most is FullHD 1080, to save space, I would like to recode all this to 720, but here's what format to choose so that there is a normal size / quality ratio

Encoder x264, set crf to 20. But the format (container) can be any - avi, mkv ...

I have advice for you - do not save space, a bonus of 10% -30% is negligible, and half or less is a noticeable decrease in quality (exceptions are glitches in the shooting equipment or incorrect settings in it, such as a 1 megapixel matrix and recorded 4k video, but solve these situations personally for the files of this particular source).
Not to mention the possible problems that you may accidentally not notice, as it happens, after deleting the originals, such as size distortion, codec or script glitches, getting empty videos or no sound... this is especially true when working with a very large database video, into thousands and hundreds of thousands of files, which are almost impossible to manually check.
