What foreign platform would you recommend for server rent?

Good afternoon.
Does anyone have experience in renting servers abroad: Germany, the Netherlands.
I want to rent a server on Windows for terminal user access and work in office applications.

Hetzner - Germany. Just recently I bought a VPS from them for the same purposes. In general, all the rules, although the Windu put the whole thing there, but they have guides on the site.
