a flash player is a program that is installed on a device (for example, a phone) and allows you to view flash videos in browsers.
In some browsers, the flash player is integrated by default, for the convenience of the user - so that you do not have to search for it, download and install it separately.
If the device has such a program, the flash movie will start. If not, it won't run. It has nothing to do with the site.
