What equipment to choose for the ACS system?

Good afternoon dear colleagues.
I ask for help in choosing equipment for the implementation of an access control system with a non-standard algorithm for passing between points. After reading the description of existing systems, I formed my own technical specifications for equipment and software:
1. Permission / prohibition of passage should be issued by the PC.
2. Because passage algorithm non-standard software must support writing scripts, for example:
if (card No. ***) and (conditions)
then (set of actions) and (allow passage)
otherwise (set of actions) and (prohibit passage)
3. Preferably fire and burglar alarms on the equipment of this manufacturer, work with the system in a single graphical interface, equipment certificates for the Russian Federation (for example, like a car).
4. In the absence of communication with a PC, work according to a separate schedule for each controller.

In the first one, you can write scripts for sampling and reporting. And programming "driving" according to your scenario is more difficult, I have not seen this.
