What English resources do web/ui/ux designers use?

Hello,
I am looking for English-language analogues of the following sites (although in fact it is rather Russian-language sites that are analogues, but not the essence):
1. Information portals, such as Design Tape or Advertka. In general, the most popular, where you can read a lot of useful information about modern web / ui / ux design.
2. Toaster analogue, i.e. where you can ask questions, maybe even some special resource where you can ask questions about design topics :)
