What does the phrase “Knowing the basics of Frontend development” imply?

You can see this phrase in vacancies for novice programmers. What is now considered the basics of web development.
Does this include the knowledge of one (or maybe not one, but the whole big trinity) frameworks.

And you can know this:
good knowledge of ESMA2015 +
writing spa applications using the ESMA2015 standard +
good knowledge of webpack (the ability to not only take someone else's config, but also build your own)
the ability to write a router in pure js.

Hola. The basics of front-end development usually include: markup languages, style sheets, scripting languages.

Does this include the knowledge of one (or maybe not one, but the whole big trinity) frameworks.

It seems to me that a good answer was presented in this video. Perhaps it is to some extent irrelevant, but nevertheless, no more than a year has passed since its publication.
