What does the "" operator mean in Delphi?

I would google, but <> Google does not perceive at all (it apparently passes through the tag filter). And yet, I don’t use Delphi, I just saw it in someone else’s code and it became interesting what it was.
PS Toaster, as I was convinced, also does not perceive <> in the title of the question
