What does the error "Invalid DCT JPEG value of QTable number segment detected" mean?

I'm trying to open photos in Photoshop, I get an error:

Invalid DCT JPEG value of QTable number segment detected (should be < 4)

Does this mean anything at all? Other programs also cannot open the photo.
