What does the English "POW" from a geographical point of view?

Sorry if it's offtopic, but I'm preparing a translation for Habr, which provides economic statistics in the form of a graph that mentions such territories as: Asia / Pacific, USA, Europe, POW. So what is "POW"? Neither Google nor English-speaking colleagues could give me an answer to this question.

According to Wiktionary , it means "country", "province", "region". In this context, the most likely meaning is "the rest of the world."
