Previously, this was called a redirect, and when using it, the reference weight was not transferred. Those. The search engine interprets the link formally, and it points to the same site where the robot is located, and not to yours.
Maybe now crawlers have learned how to process such links correctly, but this should be clarified with various Platons if they agree to tell such details.
I don't think that "proxying" will be a plus when buying external links. Rather, on the contrary, the site owner is insured against pessimization, which may occur due to too many links (possibly irrelevant).

You can use this trick on your site for outbound links, but I wouldn't bother. If these links are included on your site, then they are less useful than regular links without any proxying.
