What does not work correctly in the rule when forming a link?

there are two link is formed like this

$app->urlManager->createUrl(['/actours/actour','slug'=>$actours->slug_name])

here is the rule that routes the link
'actours/<slug>'=>'actours/actour',
, it turns out such a link
sites.lc/actours/Luk-Uilson
, but such a link is also routed,
sites.lc/actours/actour?id=1549
how do I write the rule correctly, so the bottom link did not fall under the rule
