What does JPG banner in HTML5 format mean?

I just haven’t worked with Yandex and Google ads at all, so I’m not catching up.
They gave the task "Resize the presented banner for the listed formats:"
Google - 120*600 jpg, 200*200 jpg in HTML5 format;
Yandex - 300 * 500 jpg, 640 * 200 jpg and gif
in compliance with all requirements of search engines
To make a banner for each given size - I understood this, I can do it. But I did not understand what it means in HTML5 format. That is, write the full banner code with text, colors, etc. or just .
