What does it take to get a list of Facebook friends?

Please help me understand how you can get a list of Facebook friends in the same way as VK.
I mean user_friends data array:

As you can see, the data array is empty, and Facebook does not just let you get friends from the application ... As I understand it, you need to get confused in order to get the rights to it, describe the project, attach a video, Facebook employees must test it, etc. ... Someone with encountered this?
