What does "htaccess" do?

I was given to fix one site, there was a problem with the paths.
I found the following in the htaccess file:
KillFilterEngine Off
KillFilterScanPOST Off
KillFilterCheckURLEncoding Off
KillFilterCheckUnicodeEncoding Off
I'm curious to know what's going on here?
