What does an android developer need to have for normal development?

I am at a crossroads between web and android development. If for web development you need at least a text editor, is it necessary to have a good android phone? (nexus, s4...). Having launched AVD on my laptop (Intel pentium b2020m 2.4 GHz, 4GB of RAM), I realized that it would be a pain to develop any heavy applications in it, or are there any other methods?

I would recommend forgetting about development on emulators, preferably on a real device. If on emulators, then in order for everything to work more or less perky, you need to install HAXM or genymotion (x86 images under VirtualBox). Web development and Android development are completely different ways of thinking and programming. True, and there and there there is sex with markup. Monetization of a mobile application is simple and brings more money than website promotion or just making money on website development.

AVD will work this way even on powerful hardware. No phone, you can whatever you want (preferably, of course, common and with one of the latest OS versions). There are also solutions for remote testing like developer.samsung.com/remotetestlab/. And you haven't even started, what kind of heavy applications are we talking about?

A phone or tablet (depending on what you will develop for) is necessary, but not necessarily expensive. I have a cheap Chinese for 3000 rubles, but, however, with Android 4.2.2. Still need a development environment. There is Eclipse, Android Studio (based on IDEA), in fact, Intellij IDEA itself, NetBeans. The main ones are Eclipse and Android Studio. Try it and take what you like. If you publish applications on Google Play, you will need to buy a developer account ($25, sort of). These are one-time expenses. Well, you need a computer :) Where without it.
