In general, do not listen to those who speak badly. This term refers to the bureaucratic machine that the course should be named somehow. Judging by what is described in it, there seems to be a good base for the IT industry. It is difficult to assess its quality, since a good idea does not equal a good implementation. But those topics that were listed there should be enough for a junior job (of course, assuming that the student is working with due diligence).
The list of topics is quite extensive and does not limit the choice of further professional growth - you can go to programmers and system administrators and networkers.

In Soviet times, computers were large and required special maintenance. Loading punched cards, routine maintenance, minor repairs, etc.
This is what a software engineer did. Something like maintenance personnel at a computer with a secondary vocational education.
And software engineers were doing almost science. Higher education. And the attitude was right.
By now, programming technicians have become system administrators. System administration, due to the vastness of the area and its complexity, also requires higher education, although I have a couple of friends who work as system administrators without graduating from college, in fact, "enikey workers / tyzhprogrammers", but this is understandably completely different people compared to those who serves modern data centers.

Probably a synonym for the word "computer".
I think that this is such a profession when a person performs any type of work related to the operation of computer technology and networks: searching for and repairing malfunctions in hardware and networks, "coding" programs, etc.
That is, a master of all trades and is responsible for everything.
