I don't write websites, but I write web faces for services.
I use: if you need a web server, then apache2 or NGINX; CGI CGIs (sometimes daemons that don't need a web server at all); html and a zhabkoscript manually (unfortunately, without a zhabkoscript, you can’t even send an elementary POST request); recently got hooked on websockets - an extremely successful thing, in contrast to the perversion with synchronous POST / GET; I don’t use any other libraries in the jaboscript except for webGLU (I still didn’t have any fat muck like the same jquery to pull into my code); I also worked with SVG.
I recently biked myself to transmit real-time video (jpegs) via websockets, now I won't have to suffer with mjpeg, which causes browser fluidity.
PS I do not use slag like puffs categorically. And I don't recommend it to anyone!

I think you should start simple. Install PHP, from version 5.4 (which is now the minimum) it has a built-in small web server (so as not to strain yourself with all sorts of Apache / nginx). Also, cli scripts also have to be written, so this is also an option for practice.
And only then ... when you face serious issues of teamwork, environment isolation, code testing, etc. Then solve your questions. Otherwise, vagrants, ansibles, dockers, etc. will advise you here ...
