IE9 and IE8 and IE7 compatibility mode.
I already forgot about IE6. If someone is still sitting on it, then this is their problem. IMHO you should not fool your brains out because of a small handful of people who cannot upgrade.
Once used IETester'om. Not impressed, it crashes every other time and a bunch of small problems that I don’t remember anymore.
Even earlier, under Linux, I set myself IE6 and IE7 (then IE7 had just appeared) and rejoiced.

I downloaded standalone versions of IE7 and IE8 (IE6 is built into the system) when they were distributed for free by Xenocode. These are versions of browsers that are packed into a single exe-file for several tens of megabytes, their dlls, registry keys, files are also packed there, so it is possible to have IE6, IE7 and 8 simultaneously running and not conflicting.
Firefox and Chrome - I have several versions - you can download from portableapps and install at least 30 versions. To launch several firefoxes of different versions at the same time, you need to add some key to the launch shortcut, such as new-session or similar. Opera is also portable, some fan keeps an archive of different versions on his site.
To test under safari, the easiest way is to buy a poppy. The easiest way to test a mobile webkit is to buy an iPhone. But you can also just download the version for Windows.
It is impossible to download Xenocode versions of IE now, because either because of copyright or greed, Xenocode closed this shop. Officially, in theory, for testing, you need to download an image from the MS website, run a heavy virtual machine that will slow down and eat up resources and test there. This is how MS treats developers.
IETester does not provide this, as far as I know, the results are inaccurate in it, since it cannot properly virtualize applications.
Since I'm kind, I decided to share the available exe with IE7 and 8. IMPORTANT! Be extremely careful when downloading unfamiliar files from the network - there may be a Trojan or a virus.

VirtualPC with a bunch of WinXP virtual machines that have the right browsers installed. Fortunately, licensed Windows7 licenses for virtual WinXP are not needed.
