What do you use for mobile users?

Hello!
It is planned to create a microservice/website.
The main audience, about 80% - mobile users, 20% - desktop.
The question arose what to do, a site with a mobile version or PWA, applications for iOS and Android + a site or something else?
I would not really like the application because the microservice is planned to be free, and I would not want to pay for developer accounts.
Give advice. What's trending in terms of convenience for mobile users?

How in general can I answer your question I do not understand what exactly you are doing? There are things projects that are difficult to implement on the web and the application will be more convenient, there is the other way around. This is from the series "Vasya and I came up with something and now we are thinking, is a jigsaw better or is a chainsaw more popular now?". HZ. The first thing to do here is to understand what you mean.

Make a version with minimal functionality (MVP), as it will be cheaper and faster. That is, do what you know best. If users like the very idea of ​​the service, they will give feedback and let them know how it is better and more convenient for them.
PS: I would first make a PWA on Vue and, if necessary, a native application through Weex using the same vue components as in PWA.
