What do you think is the best system for monitoring remote employees?

Everyone is aware that today in the world about 66% of employees work remotely, but in my opinion there is still no normal software to control their work. There is monitask, the functionality is quite satisfactory, but it is not available under Linux. Advise who uses what for these purposes?

Questions:
1) what are the tasks of your employees? Do you have some kind of task tracker with time management? (If employees have tasks and deadlines, then surveillance does not affect it in any way? Or are there any other tasks besides performing tasks?)
2) how will the monitoring system help? There are suspicions of inefficiency due to fooling around? Or a problem in "safety of development"?
UPD: It seems that a person does not work with remote employees, but with freelancers, which radically changes everything.

Um, do not transfer the "office" to a remote location. A huge plus of remote work is that no one controls the process of your work, they control the result. Set a task, get feedback in the process of work. No need to take screenshots of the monitor, webcam, etc., the remoter will still find a way to outwit this thing if he needs to.
There is such a terrible wrong thing in the world as an 8-hour working day. Almost no one works to their fullest so much, and if they do, they will burn out pretty quickly. If you enter such a thing, then you will not get a performance increase.
About 66% is nonsense, even in vacancies there are no such proportions.

For example, pay for the work not BEFORE but after the work performed in full but with a small advance payment, which will definitely not ruin you. This is exactly what they did to me when I tried to work remotely. Surveillance is superfluous, they called me, as far as I remember, several times a day, it was very annoying. And I also had to periodically write something in the general chat. Make 1 day a week for a meeting, such as Friday. Distribute tasks between the team, and then just check their implementation. For example, through Trello. And there is no need to disturb anyone, especially if the programmer is in a state of active development.

The best system is competent management and selection of personnel.
No technical means can solve the organizational fakap if the employee can not cope, dynamite and so on - warning, conversation and goodbye.
For a good professional, constant control is a demotivator, for a bad one it is a reason to spend time deceiving the system, it will not work anyway.
If there is trust based on experience, then it is possible to solve issues like "fell ill / fell asleep / suddenly married" without any problems. If there is no trust, then control will spend a ton of time and effort that would be better spent looking for another employee.
Of course, most people need to "keep in shape" a little, but for this it is enough to ask from time to time how you are doing and what has already been done.
If you want more KPIs to justify your decisions, then jira / etc may be just right for you, you can mark the start of work on a task, completion, keep track of how many tasks are closed / reopened, average execution time, you can ask to estimate and compare with the real wasted time and so on.
This will require good discipline and fairly competent formalization of work, but it is quite feasible.
When applying for a job, immediately say that we will work like this.

I agree with those who propose in your case to control not the process, but the result.
I will add with a specific approach tested with remote workers (short basis):
1) Set a trial period and a reduced hourly rate for this period. This is a common practice for hiring.
2) For each task, give an estimate of the amount of work. It is preferable that all assessments be done by one person. The employee must know the grades.
3) During the month, you simply calculate the ratio of planned labor costs to the actual ones declared by the employee. You get a coefficient that will be different for each employee. It is usually less than 100%. Choose values ​​for your company: the minimum acceptable (below which - dismissal) and excellent (above which you can additionally reward).
4) Depending on the coefficient, you decide whether to increase or not increase the rate. The coefficient grows - the rate grows. The influence of this factor must be discussed with the employee when hiring, when discussing the terms of the increase. If he does not agree, it is better not to take it right away.
With this approach, it does not matter to you what reasons affect the efficiency of an employee. It also does not matter whether the employee exaggerates his labor costs, because in this case, its indicator and rate are reduced.
NB: This figure only takes into account cost and indirectly time. It is also necessary to take into account, at least, an indicator of quality. This is the basis. NB1: You can also manage without numbers, at the "like, dislike" level. But with numbers, there will be fewer wrong decisions, more transparency, and the employee’s assessment of their value does not diverge from yours.
