What do you recommend from video cards in the region of 13-15k?

I'm leaning towards Rx570-580 at 4gb
Or Gtx1650S
What do you think is better?

1650s better codecs are normal unlike AMD and gddr6 memory which is much faster

I think it's better to take 588 Used as their price is about 7500-8000
