What do you need to make iAd work in test mode on the device?

For learning purposes, I tried to add a banner from iAd to my application. In the simulator, a test banner is normally displayed, but on the device, the error The operation couldn't be completed is received. Application has iAd Network configuration error
Is this because I'm not enrolled in the development program or iTunes Connect?
If not, how to run iAd on the device?
