This is probably what inexperienced interviewers ask. The answer to this question is completely subjective on your part, and useless on the part of the interviewer.

It depends on what you know and what you need in a particular company for a particular position. Usually, the answer to this question is partially described in the vacancy and you can clarify it at a technical interview, or at the very beginning of communication with HR, ask about the technology stack used.

this scale is always subjective and strongly depends on both the level of the interviewer and the level of the candidate. Therefore, before answering this question, it is necessary to agree on a scale.

So set yourself another task.
But if you want to say at the interview that you know 10 out of 10, then say so.
