What do you need to debug iOS apps from VS2015 under Win10?

I was surprised to find the free Swift 3.0 RemObjects Elements compiler for VS2015. You can write .Net console applications, under WPF and UWP. But will a used iPhone 5s be enough to debug and test iOS applications from VS under Windows? I don’t want to spend money on devices yet, but it’s curious to feel the language. As I understand it, to publish in the App Store you still have to buy a device, but that's later.

5s will be enough, at least for the first time.
But as for the assembly of the application itself, I doubt that without xcode you will get something suitable (through some mystical dances with a tambourine, it may work, but I strongly doubt it).
I would install a hackintosh if I were you. xcode has a javascript emulator. Enough for the first time.
