What do you need to create a home server for a website?

I want a server hosting for the site, what do I need for this? Where to get ip for hosting? How much will it cost, how much electricity is spent on the maintenance of this server?

Require a static IP from the Internet provider (someone provides for a fee, someone for free). About OS - Debian or Ubuntu. All this is good for beginners. And then everything is simple:

apt-get install apache2
apt-get install php5
apt-get install mysql-server mysql-client
apt-get install phpmyadmin
apt-get install ssh-server ssh-client

How much it will cost and how much electricity will go away is unique, IMHO.
