What do you do when you know how to program but have no ideas?

I have been programming for 2 years now. This year I wrote the first serious programs (data analysis on Pandas, website on Django). I can’t get a job due to the second shift at the university (part of the morning and night are free). And I do not understand where to move on if there are no ideas for my own projects. I've already read all the Django documentation 2 times, several Python books, and (surprisingly) it does not affect the ideas in any way. How did you deal with it? What they were doing?

Develop versatility.
Programming is one thing, but self-development is another.
Ideas surround any person, just not everyone can see them. Just develop skills especially creativity, try to always think big. The idea comes from the heart, it is something that you would like to do for yourself, without any material benefit, or it can be so ambitious that the thought that it will turn the whole world upside down makes your heart light up. Just understand the idea that you yourself must love and then you will receive everything.
And one more important thing, sometimes there is an idea that someone else has implemented, in a world full of competition, here you already need to ask yourself the question of how my idea will be better? If you haven’t found the answer or are in doubt, then this is not the idea for which you need to move mountains. And if you find it, congratulations, then go ahead.

I usually start not from the "idea" of a cool thing, but from a project where I can earn money. This greatly narrows the list of possible projects, and severely limits the way the project is implemented. If I see at least some place where there could potentially be money, and existing projects are poorly done, I start doing it.
To see this, one must either have a broad outlook, or engage in targeted research. So, for example, I once read 2 textbooks on dendrology to understand why no one makes projects in this area.

dude I have a lot of ideas / problems, at the level of "a fan who is probably only interested in me", which I simply don’t have time to do - I can share)
the question is that if you are ready to spend time for free on something for the sake of experience - this is a bunch of everything around .
Now, if you want to get paid for it, this is more difficult.

Did you think that programmers are superhumans? no, about 60 years ago, ordinary hard workers worked at the machines at the factories, now nothing has changed. Only production is gradually shifting to the service sector, as in any developing country.
In order for ideas to appear (=== to break into people), you need to master not only the craft.
read classical literature, improve communication skills in a team, go in for sports, etc.

Watch various English-language services, study them. Perhaps something will catch on and this is not in Runet. Perhaps you can make some kind of service that can help users.
In general, the team is great. Someone is responsible for the design, someone for the creative ideas, someone for the back, someone for the front, and in the end - a great team.

Valentin wrote a great answer to you in the comments . Expand your horizons, then the ideas will appear, but there will be no ideas re-reading the documentation. I exaggerate: study the arrangement of the garden, what cycles it lives in, how to fertilize the soil for better vegetable growth. Idea: write a program that monitors the temperature of the soil and waters the garden at the right time or turns on the lamps (replaces the sun), etc.
