Is this an opersenvera problem??

Remove node-sassand install sassin its place.
If you really neednode-sass :
1. Put choco .
2. Install MS Build Tools:

choco install visualstudio2017-workload-vctools -y
npm config set msvs_version 2017

or

choco install visualstudio2019-workload-vctools -y
npm config set msvs_version 2019
