What do employers abroad think about the FSB Academy diploma?

Hello.
My friend is studying at the FSB Academy and is going to work in the IT field. It is clear that in Russia the diploma of the FSB Academy is quite good (given that Kaspersky graduated from this university). But how will employers abroad look at this diploma? Will this be a plus for the employee or a huge minus? Will he be able to get a job in a large IT company? Will he have visa problems?
That is, my friend does not work in the Federal Security Service and is not familiar with secret information (after graduation, he is not going to work in this structure either)
