What dialer to choose for cold calls?

There is a list of phone numbers and full names of decision makers. Approximately 1000 to 2000 per day. Unfortunately, 50-60 percent of these numbers are not relevant - no one answers them, or the number is not active. Because of this, the manager has to waste time on beeps.
Requires software or a web service that will fan call immediately to the Nth number of numbers and connect with the subscriber who picks up the phone. Plus, so that numbers that are not answered are put in low priority, and for which they are answered - hang up and put in high priority and then call them first.
