What device is needed to remove the VAC of radio components / batteries?

Hello, I'm experimenting with various electronic crafts and I want a device that could measure current, voltage and draw a graph of these parameters. It is highly desirable that it work under Linux OS (mint 18) or be a separate device. Are there ready-made fixtures or assembly instructions available, for example, on arduino-type kits? How much would a set like this cost?

there are ready-made items.
I did it on a dual channel oscilloscope. a voltage signal goes into one channel, a current sensor (resistor) signal goes into the other channel. The oscilloscope itself has XY.
get a suitable usb oscilloscope

For batteries - some "model" chargers can connect to a computer and give information via COM or USB port.
For radio components - the option "Transistor tester" with connection to a computer.
