What determines the size of the chip on a bank card?

Nobody knows what determines the size of the chip on a bank card? On some cards, the chip is small, with 3 rows of contacts. On others large, with 5 rows of pins. I also saw cards from a savings account with a large chip, but it was cut to a small one by cutting out extra contacts.
