What could be the reason why the HP DL360p Gen8 server won't start with certain processors?

There is an HP DL360p Gen8 server (everything has been updated with firmware) with such a problem, it does not turn on with processors higher than E5-2630V2. It starts and works with any processor from the v1 line, from the v2 line only up to E5-2630v2 inclusive. At the same time, the fans start spinning and after a second they subside, all indicators flash on the SID panel. I can't figure out what's wrong. I also tried different power supplies, and different RAM.

Are the firmwares up to date?

Try to compare processors. As it grew, something clearly had to jump. Just compare the characteristics and identify patterns.
Another option is to read the manuals on the motherboard. And see how it is limited. It's long.
