I import a CSV file into WC - everything works out, but in the end all the words in Russian turn into symbols

It's all about the csv file encoding.
Apparently, it is saved in an encoding other than utf 8 without BOM
The solution is to resave the file.
Also a similar problem can be on the server side. For example, if another encoding other than utf 8 was used when creating the database.
