Excel generally works disgustingly with csv. the easiest way is to open with libre office calc and save to excel, or open an empty excel spreadsheet, select data - from text - and go through the steps of the wizard.

When importing into Excel, specify UTF-8 encoding. The data import wizard is best run manually.
