I myself was looking for something to use, in the end I just took webmin and a plugin for OpenVPN.

Well, I don't know... A trivial task... I have script files on my server, I wrote them myself, they are elementary to madness:
1. Get a list of current clients;
2. Generate a new client;
3. Get the key of an existing client;
4. Delete (revoke the key) the client.
You can arrange dialogs through dialog. But I didn't need it. Attaching a web-interface to this farm is a matter of 30 minutes. Another question is how to protect this interface, how to do authentication... Why do you need all this? Use ssh. It's convenient!
