What configuration to build for a budget server on socket 2011-3 for 10 people for 1C?

Please help me with simple server configuration on 2011 or 2011-3 socket.
The biggest problem is not messing with the case, so that everything fits and does not rattle and is not expensive.
Server up to 90,000 rubles;
From 16 GB DDR4;
A raid controller is mandatory (there is also a question of which is better integrated or discrete), we will start with array 1, in the future 10;
Intel xeon processor;
Preferably with a sled for hot swap, but this is not a required parameter.
HDD write stability.
If it turns out to be useful, the Zvezda network architecture, at first we plan to connect 6 managers working with clients (enter information in text form and add information with an 800x600 png picture) 2 managers (collecting separate text information on partners) and 2 the formation of product cards also with a picture 800x600 png).

- you there be quieter with the word "necessarily." A decent controller alone can cost more than your $90,000. And "indecent", for a penny - this is such a thing especially for the admin's headache. With such budgets, forget about the RAID controller altogether. RAID is perfectly done software without all the disadvantages of iron. Another thing is that you (according to your previous questions) are unlikely to have experience with any RAID, so I'm a little afraid for you.
Desktop processors are well suited for a 1C server, but if you want xeon - it's up to you ... they are slow under 1C ... the meaning of xeon is to cram a wagon and another small cart of memory into the server, and with 16..32 GB - this simply does not make sense, but yes, 16 GB for 10 people should be enough.

It is not clear - it will be a terminal server for 10 people or not. Filebase or not.
1C is such a thing that appreciates the frequency, not the number of cores. If there are 10 people, then take a regular system unit on i7 and ssd (they cost a penny right now, at least change every day).
