Black headings will stand out strongly, and the main headings of each of the paragraphs will not be immediately noticeable. What color would you recommend (hex) ?

If the headings, subheadings and text do not differ much in size, you need to look not at the values ​​of the color channels (essentially the same hex), but at the lightness (L channel of the Lab mode) or contrast (I prefer lightness, but the contrast is also quite standard reception) - high-level objects (headings) should be darker (more contrasting), low-level objects (text) - lighter (less contrasting).
In Photoshop, it is easy to create and compare colors by this parameter (for example, the color selection window contains parameters for the Lab color space, the lightness in it varies from zero to hundreds - very convenient, like percentages).
However, keep in mind that the boldness of the text affects the optical lightness and contrast (and here Photoshop will not help, you need an "eye"). Therefore, it is better to allocate headings with a larger size, if there is no design skill.
