Is there something like tkinter on windows only? In particular, I'm interested in exactly Designer(creating interfaces graphically).

PyGTK + Glade UI Designer
come in one package for Windows, you just need to check the box.
The only problem is that GTK has its own clipboard....
PyQt also has a designer, only Qt itself is fatter than GTK

Tk is cross-platform, Windows is supported.
