What CMS to use for the service portal?

Hello everyone, please do not consider me an amateur (although this is true) I
have a good idea, but I don’t know where to go and how to implement it.
There are no acquaintances in this area, so I have to write here.
I want to make a portal for the provision of paid medical services, but as an intermediary between the client and the organization
The principle is simple - I connect medical organizations, they upload their price list for the services provided.
The client enters the portal, chooses, for example, dental prosthetics - he gets a list of organizations closest to him.
For example, the service costs 4k. The client replenishes the balance on the portal. After the service is rendered, the money is transferred to the balance of the medical organization on the portal.
Why am I asking about CMS - there is no money for smart guys at all, and there is no knowledge to do it myself either. I can handle CMS myself with the help of the Internet and some mother.
I would even go to investors with this idea, but I don’t know where to look for them either, and they won’t talk to me without at least a more or less working sketch.

Think of something else. I, as a client, do not see any reason to pay to the left portal, and not to a specific dental clinic or a specific specialist. Find a clinic or a specialist nearby - type in Yandex or Google and you will get a pack. You are redundant.

Without knowledge, only money. It will be cheaper than doing it yourself. And people go to doctors, not clinics. The doctor went to another place and his clients left him.
